The random capitalization is just weird and not how a binary ASCII code would work.
This is how someone naive about computers thinks corruption would show up. But in actuality a random bit flip would drastically shift the character to something else, not randomly capitalize it.

Zeta reticuli is only 39 light years away. They would have started receiving radio broadcast signals around 1939 and television broadcast signals around 1970.
Let’s say they already have a space empire of sorts. Even after seeing these signals and realizing we are here, they would just be scouting for more information. And since going and returning would take over twice as long, it would make sense to just keep waiting and watching and listening to us.
But then around 1983 or so, they would ascertain that humanity has developed nuclear weapons. This might cause them to panic, if our pace of development seems rapid and exponential compared to their own history. In the fog of interstellar war, you are always blind by 39 years to the opponent, so they can only imagine what we have created at the pace they witnessed from our history of 1900 to 1945. It might make them panic even enough for them to redirect a space fleet to glass earth and put down an incipient foe.
