Actual quote from the amendment is

This would means stuff like Roswell would have to be released in full within 300 days. Tictac info would have 5-6 years while gimbal related info would have ~11 years.

There seems to be some contradicting statements about the 25 years part.

One meaning 25 years after the law is enacted and the other 25 years after the UAP record was created?
We need Congress to add amendments to this. Don’t allow the records to be withheld on grounds of national security by the President. An independent panel of US citizens, 12 random jurors should decide.

It sounds good — like progress — but in terms of implementation I don’t think it will really bring anything to light. Certainly nothing ground-breaking.
