As per the government the UFO programs do not exist. Grusch says they are embedded inside the classified programs. So he can talk about the UFO CR stuff but not the shell programs which are the only ones covered by national security laws
These programs are illegal are not known to the majority of the DOD. During DOPSR they likely have data they can cross-check against for sensitive intel. A program that’s illegally in existence wouldn’t be on the list.

He is only speaking in general terms and reserving specific details for testimony under the right circumstances.
It’s an important question. One possibility is that this info has been cleared to be shared because there are some in the gov’t who want a slow-roll disclosure. Others don’t, but on this occasion, clearance won out. Apparently Grusch’s application to gain clearance to share this info was approved in about one day, which is very fast.
However, I’m also open to the possibility that this is a disinfo campaign which Grusch may be unwittingly partaking in (fed bad info by coordinated group), or wittingly partaking in (he’s an intelligence officer, after all). Purpose could be to keep secret developments secret — if discovered people think its aliens. Secondary purpose is to keep other nations off balance.
Simple. NDA is unenforceable, it is irrelevant, as it would instantly admit the claims are genuine, and induce a worldwide Streisand effect.
Doing anything against Grusch would immediatly legitimate him.
This is why NDA is a non issue. Period.
Now they may have other means, threats for instance.
It is worrysome that someone like Black Vault doesn’t understand something as simple as that.
The reality is that all of the things Grusch has mentioned in his statement had already been leaked by others. Because these «facts» are already out, he can say whatever he wants about them without fear of punishment. That’s why he is skirts around a lot of things and seems to avoid a lot of things.
He hasn’t revealed anything we didn’t already «know». The difference is he has gone through the proper channels and is doing it all legally. This has paved the way for a congressional inquiry. The inquiry should reveal the truth and hopefully reveal it to us.
What a faulty logic. All of this is about bringing to light **illegal** programs, and you want them to forbid Grusch to talk about them?
That would imply acknowledging the existence of illegal programs!

Because the programs themselves are illegal.
I have taken a deep interest in this topic for only a few months. What became immediately apparent is that the long term ufologist act like any other group of people drawn together by a common interest ie: factions, slagging off the perceived competition, bitterness and cliques. It is human nature and it happens whether it is mothers group, a local historical society, gladiolus growers …it’s how shows like Dance Moms exists. It is easy to start to gravitate to one source and not be open to others.
In this case Black Vault is wrong.
Prima facie is a legal term that means “on the face of it” ie: first impression NOT ”if X therefore maybe Y”. If you continue Black Vaults argument, that means that everything that the DoD authorised David Grusch to say did not exist…he was allowed to say he worked in the Airforce, so it doesn’t exist? The authorisation by the DoD to talk about programs is prima facie evidence that they DO exist…but that is first impression….. maybe it is good PR to have a decorated officer who still holds security clearances talk about programs that don’t exist? The purpose of a hearing is to look beyond the prima facie evidence.…the entire world needs to know.
It is time the Ufologist truly worked together to get disclosure…until that comes understand your sources. Black Vault has a great repository of documents but this time he shows that he has not even a basic legal understanding. Ross Coulthart is a lawyer and talks like one, others are coming at it from intelligence or defence angles, others are woo (of multiple flavours), others are scientists, astronomers, experiencers etc etc. If you combine an open mind with discernment there is a lot of information out there….and each of us have our own internal bullshit meter. Black Vaults “prima facie” argument is ridiculous as a point of law (and yes I went to a top tier law school)
I don’t think the program names are classified. In fact a lot of stuff we have classified likely shouldn’t be it’s just easier to classify and hard to declassify. So mention of a program unless it’s close hold isn’t an issue. It’s not like he went over TTPs or specifications.
Either way I’ll be honest these hearings should probably help them realize that it’s too much being hidden under classification either corporate or government. It’s a method to maintain control of information and hold power. In addition shouldn’t the Vatican’s archives be open for all?

I think /u/blackvault is angry that disclosure wont come from his millions of FOIA requests. When another person pushes disclosure he attacks them mercilessly, the guy has a virus in the community.
as long as he does not name them are anyone involved, he is safe.
All I can say is his manner of speaking reminds me a lot of George Santos. Not a good sign imo.
