I’m not a lawyer but to me the layman’s interpretation would be:
«we need to know everything so we aren’t caught with our pants down by a technological advancement stemming from alien technology».
This could be a domestic OR foreign weapon, tool, product, energy advancement, etc.
Basically they need to know what currently exists to better anticipate or understand new advancements from any source.
This part of the legislation really stuck out to me.
What urgent national security concerns that involve technological surprise does the government anticipate? Specifically, how does the release of UAP data and materials help to mitigate or avoid this? I’m not one to speculate on planned attacks or invasions, as it sounds outlandish to me. But this is very interesting.
