Looks like bugs flapping their wings and giving the appearance of something farther away.
Boston has TONS of pigeons, and they are very active at 32 degrees at night. I feel like I’m taking crazy pills with all the people claiming that they are bugs. Bugs physically can’t move at 32 degrees. It doesn’t matter average temperature, it is the ambient temperature and heres a link. Prove me wrong with facts and links if you want.

It’s a reflection bro. It starts just before the water. And it’s video compression artifacts of said reflection off this web camera.

Not sure about the water, but if this was recent, there were Leonid,Ursid, and Taurid meteor showers.
I have no clue but let me clarify something about bugs. It’s not the current temp as much as pattern. You have a week of temp in teens and 20s and that’s it for most all bugs unless you have an Indian summer
At first look, Id say a flying bug thats white when the wings are flapped up. When they zoomed in it does kind of look like its going in and out of the water, but there would be alot of splashing if something that size was hitting the water that fast

This is the same thing as that MN airport footage that led everybody stir crazy about bugs and birds flying in front of night cams.
Look, even if they are UAPs (which I highly doubt such activity would go unnoticed in a big city like that) they look exactly like birds or bugs flying close to a low shutter speed cam. It’s kinda pointless to analyze every video like this looking for UAPs.
Thats a reflection of somthing going across the sky, you can see the light in the sky at the very end.
A bug that moves faster than the refresh rate
The UN edited portions are reflections of something passing over, the rest is poor CGI can see the bubble around the object
It’s a meteor from the Leonid meteor shower in November every year and the one in the water is just the reflection of the sky, look where they match up near the end, you’re seeing the same thing.
Plus a low quality camera that makes it all artifact-y.
